Richard Charles Lee was born in New Haven on March 12, 1916. After graduating from high school in 1934, he became a city hall reporter for the New Haven Journal-Courier where he developed his interest in politics. In 1939 he was elected to the city board of aldermen and began working for the New Haven Chamber of Commerce as associate secretary.
